Kai-Ji Adam Lo, 30, is facing multiple second-degreemurder charges after a deadly attack at Vancouver's Lapu Lapu Day festival. Lo allegedly drove a black SUV through a crowd at the festival, killing at least 11 people and injuring dozens more, including a five-year-old. Lo, known to law enforcement for his mental health history, was arrested at the scene.
