No choice, FIR must in Badlapur accused ‘encounter’, Bombay HC told

The Bombay High Court was told that the state CID should have filed an FIR upon taking over the investigation into the encounter death of Akshay Shinde. The magistrate's report held five policemen responsible, but the state did not act. Senior advocate Rao argued that FIR registration is mandatory for commencing a cognisable offence investigation.
