SC relaxes GRAP-4 measures in NCR, allows implementation of GRAP-2 to check pollution levels

The court criticized delayed compensation for construction workers, threatening Delhi's Chief Secretary with contempt for partial payment. The court demanded full payment and questioned the NCR states' compliance with anti-pollution measures.
